It's not really a false idea, just that it's limited to entry by sea & not by land. No *swift* returns for those swimming ashore. Think mostly down to Morocco's displeasure with Sánchez's visit to Algeria, amplified by courts & the recent amnesty for many migrants (even though not applicable here).
