What is odd is that striking Kyiv doesn't seem to be very strategically useful for what Russia is trying to accomplish. It is terrorism, but in what way does it advance Russia's goals? They tried to capture Kyiv in 2022. They failed. Now they do these terror attacks that seem aimless.
