I'd push back a bit on this necessarily being about causing US/CA friction. If this is a hostile foreign actor, it may be more about their capabilities / freedom of action in Canada? Hardly news that Canada does not do a great job with foreign interference here.

Well I meant, for example, if Canada is too busy dealing with the USA in the south, maybe they won’t notice Chinese or Russian icebreakers or subs doing who knows what in the arctic. Purely speculation, but I tend to view actions like this as having multiple possible goals

Yeah, we're working from very fragmentary info, so I don't want to put a lot of confidence into any explanation. But sometimes a burglar will try a doorknob to see if it's locked just because nobody's watching.
