I see what you mean although frankly I disagree that "the location of national parks and tourist attractions" is tacit knowledge unavailable to the planner. It's more of a cautionary tale of how little people know or care about the places they propose to cover in concrete

Seems like a gap in the planning process if a tourist attraction and preferred sight for filming was a candidate for industrial development.
