also how has the guy not been arrested if they have his plates??

My understanding is DC can’t reach across the river to arrest someone for speeding tickets or even just to collect on them which is the problem I’m highlighting with this post. Now a hit and run of a kid hopefully is different and maybe this person has been arrested now.
