Funny thing this ruling goes against the courts own ruling with the EPA. SCOTUS rule EPA needs to follow the rules Congress gives it and can’t assume power but here they saying a department can ignore Congress rules when carrying out its duty. So an agency needs rules to ignore them later. Go it
