keep hearing from peer non-profits around the world about drastically scaling back/closing b/c of USAID cuts (& smaller slower funding cuts from other governments). That loss of organizational capacity, institutional memory, & a lot of experienced committed people can't be quickly brought back
Don MoynihanThe idea that deep institutional damage can be easily rolled back seems like a very odd take for a conservative. The damage to the civil service system is huge, and legislation is needed to reassure future hires they won’t be fired on a whim.
