It's the inevitable conclusion of the last 25 years of US domestic policy and ~5 decades of "criminal justice" War on Drugs, 94 Crime Bill, USA PATRIOT, etc all paved the road to this. All of this stuff has been happening to a lesser degree for the last 50 years or longer
