It still kind of blows my mind 20 years later. They passed an ex post facto law after the bridge collapsed, after 40 years of the owner doing god knows what to the structure, and won. I mean yeah that is going to destroy small firms and increase insurance costs!!

URS took like 5x the hit but that was at least defendable because they were doing the inspections

Yeah if you fail at your job as an inspector you deserve liability as a firm. The real Q is why MDoT was contracting out bridge inspection. Literally the constant steady sort of work made for long term employment.

Jacobs is the textbook example of how an engineering firm tries to manage this: scale and diversify your business to become too big and broad to fail as a result of any one case. They also have a ton of government contracts and IP as assets.
