How do you know other states don't already have similar laws on the books. Many of Newsom's proclamations are 100% theater. He's running his presidential campaign on the taxpayers' dime.
State legislatures write state laws. Governors have no power in that regard except to sign or veto bills delivered to their desks by the legislature. Newsom is a lot like Trump with his pretense he can enact laws. Another reason he's unfit to serve as POTUS.
