If 50,000 entered Ceuta from Morocco and 49,000 have now returned, that's over 90%. So it's a much better story if you take the Spanish right's fictitious 60,000 number. That way you can say over 10,000 are still there. It's dishonest and dancing to the right's tune, but it get clicks. So job done.
